Greensboro Moves on Relocating Pump Station

GREENSBORO—Town Manager Cindy Yost updated the Greensboro Town Council on the status of the wastewater pump station relocation project during their September 18 meeting. Yost said the station, which is currently just off Greensboro Road, is “sinking into the Choptank”—hence the effort to move it to higher ground.

The Council read and approved two resolutions related to the pump station relocation. The first was to annex the land at 13514 Greensboro Road, which is slightly up the road near Greensboro Elementary School. Yost noted that the reasoning for annexing the property was due to a requirement by the state in order to move forward. “They’re making it mandatory that we do that.”

The second resolution that was passed gives Yost the power to “execute necessary agreements, payment applications, contracts, and related documents in connection with the relocation of the existing wastewater pump station project to a location outside of the floodplain and the restoration of a streambank and stormwater management practices.”

Yost said that the County, officials, and representatives from the Maryland Department of the Environment met recently at the old wastewater treatment plant. The relocation of the pump station will be funded by a grant from MDE. Town Attorney Lindsey Ryan said that MDE and Caroline County have one grant agreement that requires the county to “adequately and sufficiently monitor the grant.” The Town of Greensboro also has a grant agreement with MDE, “we do all the accounting, we submit for reimbursement, and the town has the responsibility to maintain the property and the project,” Ryan said.

Annexing the anticipated property for the pump station is a small but vital step in the direction of relocating the pump station. “It needs to be moved, otherwise it’s going to fall in [to the river],” Yost said in an interview after the meeting. “MDE has had that money since May of 2024 but it’s taken this long just to get the agreements together, that’s why we’re trying to rush this along to get this taken care of.”
