DENTON – Safety concerns at Dayspring Townhomes were addressed at the Caroline County Commissioners weekly meeting Tuesday, Oct. 21, 2025.
During the closing public comment period, Sandra Pitts of Ridgely, representing the Hannah Henry Association, asked about the current status of county-owned Dayspring Townhomes on School Street. The property is managed by a company based in Milford, Delaware.
County Administrator Katheleen Freeman said the county has a potential buyer, and county staff are working on the final details of a contract. “The apartment complex would no longer be in an affordable housing program; it will be market-rate housing,” she said. “I know the buyer does plan to do some renovations and work on the building.”
Pitts said lighting and cameras were still not functioning properly, and that there was a shooting on Saturday, Oct. 18. However, Commission President Travis Breeding shared that Sheriff Donald Baker was looking into the report, and State’s Attorney Sloane Franklin wasn’t aware of a shooting there. Breeding said he would follow up with Baker and get back to Pitts.
For over a year, residents and neighbors have complained about property management at the complex. Commissioner Frank Bartz said he has “asked about the cameras for multiple months.”
Breeding thanked Pitts for bringing the concerns to the Commissioners’ attention. “I think the best course of action will be for you to meet with our staff and express your concerns and then let us deal with management,” he said. “We'll have the Commissioner's office follow up with you and set that up.”
