Cahall and Simmons elected President and Vice President of Caroline’s Local Management Board

Caroline County’s network of human services is getting new leadership at the top. Robin Cahall, the county’s Health Officer, has been elected president of the Local Management Board (LMB), with Caroline County Public Schools Superintendent Dr. Derek Simmons stepping up as vice president.

The LMB is part of a statewide system in Maryland designed to improve outcomes for children, youth, and families by coordinating human services at the local level. Each county’s LMB works under the guidance of a Human Services Council (HSC) — a group made up of representatives from government agencies, nonprofits, schools, and community members. The HSC helps set priorities, advise on funding, and ensure programs meet real community needs.

“LMBs…were created to coordinate and improve outcomes for children, youth, and families by bringing together key partners in health, education, social services, and public safety,” Cahall explained.

The Caroline County LMB’s work is broad, spanning four main areas: planning and coordination of services, managing state funds and grants for local programs, building partnerships between agencies, and evaluating program outcomes. The HSC plays an advisory role, bringing a community voice to the table and ensuring transparency in how resources are allocated. “Many of the challenges our residents face — poverty, trauma, mental health concerns, housing instability — require a collaborative response,” she said.

In case it’s all still confusing, here are a few tangible and well-known examples of the LMB’s work: they help fund afterschool programs run by Caroline County Recreation and Parks, support Teen Court, invest in mentoring programs through Men for Change and the YMCA, back Caroline Better Together, and collaborate with the Mid-Shore Regional Council’s Summer Career Enrichment Program.

Having experienced, well-respected local leaders like Cahall and Simmons at the helm is a benefit in itself. As the county’s Health Officer and its Superintendent of Schools, they see the needs of Caroline County families firsthand. As Cahall said, “many of the priorities of the Local Management Board overlap with public health…serving as Board President allows me to align efforts across agencies and strengthen collaboration between the health department and other partners.”

For Cahall, her leadership on the LMB is a natural progression. She has been on the Board for several years and was the previous vice president. Cahall and Simmons were elected through a nomination and voting system by members of the LMB.

As president, Cahall will guide the board’s strategic direction and work closely with the executive director to set meeting agendas, facilitate meetings, and keep efforts focused on the mission of supporting children and families. “Ultimately, it’s about fostering effective governance and keeping our collective efforts impactful,” she said.
